The MEXT Scholarship — officially the Japanese Government (Monbukagakusho) Scholarship — is one of the most prestigious and fully-funded academic awards available to Nepali students. It covers tuition, living expenses, airfare, and language training for degree programs at top Japanese universities. Competition is intense, but with the right preparation and guidance, Nepali students can and do win. EVEC has supported 23 MEXT recipients since 2018. This guide covers everything you need for the 2027 application cycle.

What Is MEXT?

MEXT stands for the Ministry of Education, Culture, Sports, Science and Technology (文部科学省) of Japan. Through this scholarship, the Japanese government funds international students to study at Japanese universities — from undergraduate level through doctorate. Nepal has been a participating country since the early 2000s, and the Japanese Embassy in Kathmandu administers the primary application route.

The scholarship is highly competitive: Japan allocates only a limited number of slots per country per year, and Nepal typically receives quotas in the range of 15–30 total awards across all categories annually.

There are two ways to apply for MEXT. Understanding the difference is critical — they have different timelines, processes, and success profiles:

Prepare these documents well before the Embassy application window opens. Documents must be originals or notarised copies as specified:

Writing a Winning Research Plan

For Research Students (Master’s/PhD applicants), the Field of Study and Study Plan is the most important document in your application — more important than your grades. A weak study plan has eliminated candidates with excellent academic records. Here is what MEXT evaluators look for:

• Specificity: “I want to study environmental science” is not a research plan. “I propose to investigate the impact of micro-hydropower installation on sediment deposition in high-altitude Himalayan rivers using remote sensing data from ISRO’s Resourcesat-2” is a research plan.
• Supervisor alignment: Name the specific Japanese professor you want to work with and explain why their existing research connects with your proposal. Japanese universities value students who have done their homework.
• Nepal relevance: MEXT has an implicit preference for students who will return to their home country and contribute. Connect your research to Nepal’s development needs wherever possible.
• Realistic scope: Research evaluators can identify proposals that are too ambitious for a 2-year Master’s or too narrow for a 3-year PhD. Match scope to duration.
• Japanese language intention: Mention that you intend to learn Japanese and participate in lab life — this signals cultural commitment.

2027 Application Timeline

Japanese Language Requirements

One of the most common misconceptions about MEXT is that you need to speak Japanese before applying. This is false for most categories. Here is the actual position:

• Undergraduate students: No Japanese language proficiency required at the application stage. All undergraduate scholars attend a 1-year Japanese language preparatory course before their degree program begins.
• Research students (English-medium programs): If you are admitted to an English-medium Master’s or PhD program, Japanese language is not required for your academic work, though you will study it during the 6-month preparatory course.
• Research students (Japanese-medium programs): You will need Japanese proficiency (typically JLPT N2 or N1) to follow lectures and participate in seminars. The preparatory course helps, but starting with N4–N5 level significantly improves your adjustment.

EVEC’s Japan team recommends all MEXT applicants begin basic Japanese study (JLPT N5 level, approximately 100–150 study hours) from October–November of the year before they apply. Demonstrating Japanese language effort in your application, even at a basic level, signals cultural commitment and is looked upon favourably by Embassy evaluators.
